Before serving as Attorney General, Phil was a driving force in Colorado’s innovation ecosystem—helping bridge the worlds of law, technology, and entrepreneurship. Phil was the Dean of the University of Colorado Law School and the founder of the Silicon Flatirons Center for Law, Technology, and Entrepreneurship, a nationally recognized hub that brought together leaders from startups, universities, and government to advance innovation and policy collaboration. Through Silicon Flatirons, he co-founded StartUp Colorado, a statewide initiative that continues to foster entrepreneurial ecosystems across the Front Range and Western Slope. As Attorney General, Phil has championed Colorado’s position as a national leader in innovation and technology—working to protect consumers and small businesses, expand broadband access, and strengthen Colorado’s cybersecurity resilience.
